Pet sitting in Ostrava
A hospital stay brings enough worries without wondering who will feed the cat and walk the dog. In Ostrava a person from your own district can take that on and keep your pet with them until you are home. The Care Points you thank them with are not money and cannot be exchanged for it: you gain them by taking care of a pet that is not yours.

Riding a tram, trolleybus or bus with your dog in Ostrava
The trams, trolleybuses and buses of Dopravní podnik Ostrava (DPO), the city transport company, run within the ODIS integrated network, and DPO's own conditions of carriage set the rules for dogs. A dog outside a carrier may board only with the driver's knowledge, and outside rush hour the driver can allow a dog of any size. A safe muzzle and a short leash are required, and putting a dog on a seat is not allowed. With a 24-hour, three-day, seven-day or season ticket one dog rides free. Otherwise the dog travels on its own ticket. A cat or small dog shut in a carrier with a leakproof bottom travels as luggage and needs a ticket only if the carrier is larger than 30 x 40 x 60 cm in any dimension.
White signs mark where a dog may run loose
City ordinance No. 6/2023, in force since October 2023, applies across the whole city: anyone out with a dog in public space must keep it on a leash and muzzle it when needed. Guide, assistance, service, rescue and hunting dogs are exempt. A dog may run loose only in the areas listed in the ordinance's annex, each marked with a white sign reading Volný pohyb psů dovolen (dogs may run free). One is the rear part of Komenského sady, from the Red Army memorial towards Muglinovská street. Another is the fenced agility park in sad Jožky Jabůrkové, a park in Vítkovice. The list goes district by district, and some districts, Svinov and Stará Bělá among them, have no such area at all.
Reporting your dog and each district's rate
The dog fee is handled not by the city hall (magistrát) but by the city district offices, and you pay the one for the district where you are registered as a resident. Report the dog to that office within 15 days of it turning three months old, or of an older dog coming to live with you. You pay without waiting for a bill, as a rule by 31 March, and the rate for each district is set in the annex to city ordinance No. 16/2023. If you move to another district within the city, you pay the new district's office from the following month. Any change to what you put in your report also has to reach the office within 15 days.

Pet sitting in Ostrava: common questions
Does Ostrava's transport company require dogs to be muzzled?
Yes, unless the dog travels shut in a carrier. DPO's conditions of carriage require a safe muzzle and a short leash on trams, trolleybuses and buses alike. The rule does not apply to guide or assistance dogs, even ones still in training. A vehicle carries at most one dog, or two belonging to the same passenger, and DPO staff may let further dogs on only when traffic and the number of passengers allow.
Do I pay the dog fee for a shelter dog in Ostrava?
Not for the first year. The city's dog fee ordinance exempts anyone registered as a resident in the city who takes a dog from an animal shelter, provided the dog was not theirs before. The exemption ends one year after the day you collect the dog, and from then on you pay your district's rate. You still have to report the dog to your district office within 15 days.
