Local guide

A pet owner's guide to Plzeň

Handy local knowledge for keeping a pet happy here.

Around Plzeň with a dog, in a carrier or without one

City trams, trolleybuses and buses are run by Plzeňské městské dopravní podniky, known as PMDP. An animal that stays inside a closed carrier no larger than 25 x 40 x 60 cm for the whole ride travels free. Without a carrier, a dog pays its own fare, and under the national transport regulations it must wear a secure muzzle for the entire journey, be kept close on the leash and stay off the seats. If you ride with your dog often, there is a year pass for dogs, though PMDP accepts it only within zone 001 Plzeň. When a vehicle is full, the driver or other carrier staff may turn away a dog without a carrier, but never a guide or assistance dog.

When to leash and when to muzzle

City ordinance No. 19/2006 on dog keepers bans dogs from running loose only within the areas drawn on the map attached to it. A new version of that map took effect on 1 January 2026, and the restricted areas cover much of the urban area, so check it at vyhlasky.plzen.eu before you let your dog go. Keep the leash at a length that stops the dog bothering anyone or getting in the way of pedestrians, cyclists or prams, and shorten it so the dog walks at your heel when you pass a child, a pram or a wheelchair user. The ordinance requires a muzzle for a dog its handler cannot fully control, for a dog that has ever attacked a person or another animal, and for every dog at a market, a public transport stop or a crowded event.

The dog tax, instalments and a lower rate for seniors

The dog tax here is collected by the offices of the ten city districts, the městské obvody. You register your dog with the district where you are registered as a resident, within 15 days of the dog reaching three months of age, or of taking on an older dog, and you report any later change within the same 15 days. The tax is due by 30 June; above a threshold set in the ordinance it can be paid in two equal instalments, by 30 June and by 30 November. The rate depends partly on whether your registered address is a family house, and people over 65 or living only on a pension pay less. Separately, the national veterinary act requires a dog to carry a microchip, and the chip number belongs in its vaccination booklet.

Pet sitting in Plzeň: common questions

Is a muzzle compulsory when a dog rides a Plzeň tram?

Yes, whenever a dog rides outside a carrier: the national transport regulations require a muzzle for the whole ride, and trolleybuses and buses follow the same rule. The city's dog ordinance also asks for a muzzle at the stop itself, so put it on before the tram pulls in. Dogs accompanying a blind or physically disabled person are exempt from the ordinance, and no carrier may refuse a guide or assistance dog.

Will I owe the Plzeň dog tax on a dog adopted from a shelter?

Not if the shelter operates within the city, because the dog tax ordinance exempts the new keeper of such a dog. The exemption does not cover an original owner who takes the dog back, and it is not automatic: you still have to report the dog to your district office within 15 days, or the right to it lapses. A dog adopted from a shelter outside the city does not qualify.
